关于搭乘航班赴华人员须凭新冠病毒核酸检测及血清抗体检测双阴性证明乘机的通知

  为减少疫情跨境传播,自2020117日起(含11月7日),从坦桑尼亚(含桑给巴尔)出发,搭乘航班赴华的中、外籍乘客,须凭新冠病毒核酸检测阴性证明和血清特异性IgM抗体(简称血清IgM抗体)检测阴性证明(简称双阴性证明),申领带“HS”标识的绿色健康码或健康状况声明书。现就具体要求通知如下:

  一、检测要求

  对自坦桑尼亚出发,经第三国中转乘机赴华人员,须在坦桑尼亚进行第一次核酸检测和血清IgM抗体检测,在中转国(赴华直飞航班起飞国)进行第二次核酸检测和血清IgM抗体检测,并分别向驻坦桑尼亚和中转国(赴华直飞航班起飞国)使领馆申领带“HS”标识的绿色健康码或健康状况声明书。

  第一次检测在坦桑尼亚进行,并于登机前48小时内完成采样、检测,获得核酸检测、血清IgM抗体检测阴性证明。

  第二次检测在中转国(赴华直飞航班起飞国)进行,并于中转登机前48小时内完成采样、检测,获得核酸检测、血清IgM抗体检测阴性证明。

  目前坦桑尼亚大陆和桑给巴尔岛境内均没有可提供IgM抗体检测的卫生医疗机构。我馆正积极协调在坦进行抗体检测相关事宜,有关进展将尽快另行通知。

  二、中国公民申领带“HS”标识的绿色健康码

  中国公民在坦桑尼亚获得核酸检测、血清IgM抗体检测阴性证明后,应立即通过防疫健康码国际版小程序,申报个人情况并拍照上传核酸检测、血清IgM抗体检测阴性证明。经中国驻坦桑尼亚使领馆复核通过后,可获得带“HS”标识的绿色健康码。在中转国家第二次获得核酸检测、血清IgM抗体检测阴性证明后,应再次向中国驻中转国家使领馆申请带“HS”标识的绿色健康码。

  自坦桑尼亚执飞赴华航班的航空公司将在坦桑尼亚和中转国家乘客登机前,凭中国驻相关国家使领馆核发的带“HS”标识的绿色健康码验放乘客。请在健康码有效期内乘机,并在乘机时配合航空公司查验。

  三、外国公民办理健康状况声明书

  外国公民应在获得核酸检测和血清IgM抗体检测均为阴性的证明后,将有效护照资料页、检测阴性证明和申请人已签字的健康状况声明书扫描件发送至中国驻坦桑尼亚使领馆指定的电子邮箱(详见后附信息)。中国驻坦桑尼亚使领馆审核通过后,以电子邮件方式将健康状况声明书扫描件发还申请人,由申请人自行打印随身携带。外国公民在中转国家第二次获得核酸检测、血清IgM抗体检测阴性证明后,应再次向中国驻中转国家使领馆申请健康状况声明书。

  自坦桑尼亚执飞赴华航班的航空公司将在坦桑尼亚和中转国家乘客登机前,凭中国驻相关国家使领馆核发的健康状况声明书验放乘客。请在健康状况声明书有效期内乘机,并在乘机时配合航空公司查验。

  四、特别提醒

  (一)请拟搭乘航班赴华人员认真阅读本通知并遵照执行。如您无法按要求获得核酸检测和血清IgM抗体检测结果均为阴性的证明,乘机前未能持有带“HS”标识的绿色健康码或健康状况声明书,说明您暂不符合乘机条件,需重新合理安排或调整行程。

  (二)请谨慎选择中转乘机赴华路线,提前认真了解拟中转国家入境规定,以及中转地涉及核酸和血清IgM抗体检测的相关要求。如中转机场不具备快速检测能力,请提前办妥赴中转国签证以便入境后做好二次检测。避免在中转地无法入境或检测、健康码或健康状况声明书不符合要求等情况,造成在中转地乘机受阻、滞留等后果,增加疫情感染风险。

  驻桑给巴尔总领馆提醒乘客务必如实申报个人信息,提供真实、有效的核酸检测以及血清IgM抗体检测报告。如发现故意隐瞒病情、涂改伪造核酸检测报告以及血清IgM抗体检测报告情况,将依法严肃追究有关人员法律责任。

  Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results

  In order to reduce cross-border transmission of COVID-19, starting from 7 November, 2020, all Chinese and foreign passengers who are to fly from Tanzania to China will be required to take nucleic acid and IgM anti-body tests and then apply for green Health Codes with the 'HS' mark or certified Health Declaration Forms before boarding the flight. The specific requirements are as follows:

  Ⅰ. Test Requirements

  Passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Tanzania within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the flight to China.

  The first tests must be made at the designated or recognized institutions by the Chinese Embassy/Consulate in Tanzania and be completed in 48 hours starting from the sample collection before departure, including sample collection, nucleic acid and IgM tests, and the issuance of negative test results.

  The second tests must be made in the transit country (direct flight for China), and must be completed in 48 hours starting from the sample collection before departure, including sample collection, nucleic acid and IgM tests, and the issuance of negative test results.

  Please note that currently there is no medical facility in Tanzania could undertake IgM Anti-body tests and produce reports indicating positive/negative status of COVID-19. Any progress regarding IgM Anti-body tests in Tanzania will be further notified.

  II. Chinese Passengers Applying for Green Health Code with the "HS" Mark

  Chinese passengers must apply at the Chinese Embassies/Consulates in BOTH Tanzania and transit country for green health codes with the “HS” mark.

  Passengers should upload to the WeChat Health Code app photos of their negative nucleic acid and IgM anti-body tests results, which will then be examined and verified by the Chinese Embassis/Consulates in Tanzania and the transit country. Then they will obtain the green health codes with the "HS" mark. Passengers must present the Certified Health Declaration Forms within its validity period to the airlines flying to China before boarding in Tanzania and the transit country. Please also take along the printed nucleic acid test and IgM anti-body certificates for inspection by the airport and Airlines.

  III. Foreign Passengers Applying for Certified Health Status Declaration Form

  Foreign passengers must apply at the Chinese Embassies/Consulates in BOTH Tanzania and transit country for Certified Health Status Declaration Form.

  Foreign passengers should email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed Health Declaration Form to designated email address of the Chinese Embassis/Consulates in Tanzania and the transit country. The Chinese Embassis/Consulates in Tanzania and the transit country will, after due examination and verification, email the scanned copy of the certified Health Declaration Form back to the applicants. Passengers must present the printed Certified Health Declaration Forms within its validity period to the airlines flying to China before boarding in Tanzania and the transit country. Please also take along the printed nucleic acid test and IgM anti-body certificates for inspection by the airport and Airlines.

  Ⅳ. Reminders:

  Please read the requirements carefully and follow them accordingly. Failure to obtain the green health codes with the “HS” mark or the Certified Health Status Declaration Form with both negative nucleic acid and IgM anti-body test results means you are not qualified for boarding the flight to China and will have to change your itinerary.

  The Chinese citizens in Tanzania and foreign passengers should be cautious to select transit stop to China, in case of being unable to enter the transit country to take the tests, or not qualifying for the HS code or certified health certificate, which would cause the unwanted stay in the transit country and an increased risk of infection. If passengers decide to take transit flights to China, they should be well aware of the entry regulations of the transit country and its requirement on nucleic acid and IgM anti-body tests. If the transit airport does not have the rapid test capacity, passengers should obtain the visa of the transit country for the second tests in advance.

  The Chinese Consulate General in Zanzibar reminds the passengers to declare their personal information according to the truth and provide real and effective nucleic acid and IgM anti-body tests certificates. Those who conceal their Covid-19 infection, or alter or forge nucleic acid and IgM anti-body test certificates will be pursued on their legal responsibility according to the law.
